strategy & tactics of civil movements

annual meeting of the BDB in Wertheim on 4 June 2005

lecture by Rolf Stolz (The Greens)

Our fundamental approach
our priorities for action

We should, before we think about strategy and tactics - So on what actions can be used in any way to even stronger and other parallel to weaker to make - first of all about two things reach a certain agreement and clarification:

first What is the basic approach, in which we embed their own work?,
second What are our priorities for action?.

The work done by the BDB can be seen and understood from two sides:
one hand toward the inside in terms of what we represent: This is about our self, our own program.
other hand, the outside: there are two possibilities - we can proclaim as some sects "Only we and nobody else", we can aber auch eine Vorstellung und ein Konzept entwickeln über die Verbindung und das Bündnis mit anderen Kräften.

I expect that there will be multiple cores, multiple centers of action, of which activity runs out. The individual citizen initiative is already a core. The BDB, however, is a kind of fruit that brings together multiple cores, while the core itself can also be of initiatives. Active nuclei are also conceivable as associations of a political party or as a group in an organization is not aligned in the narrow sense, political. One could imagine, for example in the "German Language Association," a working group, which consists of changes in German language under the sign of Islamization and immigration on the subject and for this Starting point for discussion and action makes.

As you can see, one can imagine a lot of imagination, many of these nuclei. However, to do from what they then will not mind if they see themselves as completely autonomous, if everyone boiled only his own thing and just said to himself. Therefore, I maintain a part-autonomous, ie it is limited even in their own self-respect, as you meet with other agreements. While friendly vegetable dealers, would say flat, some are not at the same corner of their goods to sell. It must therefore be possible, with other groupings such as "Voice for Europe" at all competition and all opposites maintain a regular interaction.
If these cores are active and not just revolve around themselves when they connect to each other, a piece with each other, then the objective of the rainbow coalition comes into play. This figurative term is intended to express: in the social life a merger will be sought, which is much wider than usual. We know when to coalitions of "red-green" or "black-yellow" is mentioned, it is a very clearly demarcated color spectrum. It is frequently the time limit added to a term. The rainbow is in contrast a greater openness and greater Distance to express tactical games. The trade unions are the way originally as coalitions and alliances of action arose.

I am aware: This openness also includes that they will immediately discuss very violent. The willingness of people to live with contradictions and inconsistencies, is a very different. Now there are even people with a narrower and those with more heart. On the other hand, it is absolutely necessary to talk about how far you can pull the alliance if it has an agreement of these various trading centers and ally herself.

allied This alliance their political opponents. "Who is the enemy."? The question you get into problems of definition of the opponents of Islamism, or is the enemy of Islam, or that the enemy is probably just what is known as jihadism and which in turn represents only a portion of Islamism - namely the part that goes directly war, terrorism, prepared for terrorist propaganda makes terrorist acts committed. We must face this question when you achieve clarity and I will be able to act. Of course here the more self-contained nuclei with a sharpened programmatic other represented as the open action alliances based on a minimum consensus. Nevertheless, must you take in practical politics considerate of each other and at the highest common denominator hold.

My own position is an enlightened Christian. I will not conceal that I strongly believe in choosing mission - even among those who came here as Muslims. Christianity, if it will prevail - and I am convinced that it will prevail - will prevail, not least in Africa. There are mission among Muslims, and it will pass it on if you want the European part of the churches or not. In this view, I agree with the "roll back Islam" I can think of -. Whenever the will be - that Islam by persuasion, by mission, moved back there, where he has come here on the Arabian Peninsula. [Applause] This is of course a very pointed and radical position, but must be able to represent it in a tight circle. The smaller group that advocates is, of course, with other interests who do not share this conviction, connect to. We need to clarify in this context, whether you want the desired large all-Christian alliance, are excluded from all other a priori, ie, whether such reform Muslims are not wanted or whether they should see just the opposite invited to participate. My experience Is that possible in the fight against Islamism cooperation with reform Muslims. I have seen several times that much more determined to reform Muslims have publicly opposed the Islamists than those who maintained their Christian conviction rather for themselves. There is then the somewhat absurd situation, as I have experienced several years ago in Kirchheimbolanden that the citizens' initiative against a proposed "Islamic Culture" began and was driven by a Muslim - but reformist Muslim -. Couple from Algeria Many of their German fellow citizens declared in solidarity, but signed out of fear and cowardice, not on the list of signatures.

We should, where they exist, make the matches to reform Muslims as Bassam Tibi politically effective. We should not fall into a position that anyone who does not agree entirely with us, actually, it should be much worse than the clear and open enemies. It must be possible within this subject, together with a partial merger of certain points people from many different backgrounds. This of course will not always be possible for all, anywhere. If we fight for it, that the crucifix is in the classroom, then the strong atheists are not very likely one of the party be. If it is not just the criticism of Islamism in an action, the thrust of it, but Islam as a whole into question, then reform Muslims stay away, and their loved ones. One has to endure and accept. Such contradictions will be if the BDB increases, have to live under the roof of the BDB.

A rainbow coalition does not move and has no chance, if the individual forces involved in fighting against one another more than against a common enemy. All new movements are demonized by the incumbent, infiltrated, sabotaged. But nothing so much as it endangers the absorption of all forces by internal struggle against each other. In my view it should remain important, with half the friends together to do something about all the enemies as friends lead with half a war over what they see everything wrong and still see differently. We are not a religious movement, which must have a claim of absolute truth. We have, moreover, precisely the problem to face as a political-cultural movement of a force which, while not religious in the true sense, but abusing religion for political purposes. It's part of our superiority over Islam, we argued that the eternally valid truth and fraudulently in the Koran against our own beliefs and living Taking a very relative findings in a ceaseless process of learning to stand. It is our great chance that we have started a very open and moving project and we are neither a sect nor a revivalist movement, nor want to be a party that executed a predetermined program.

Now to the possible priorities for action of a hopefully successful policy. Central importance here can be only what you can count on one hand. Everything beyond that frayed. Particularly with our limited staff we need to focus and determine what is the focus of the most important. In my view, the following five key Action Items: is

The first of the struggle against the construction of more and more and more mosques. We have spent the last thirty years witnessed a mosque wave, which has grown from small beginnings, is increasing. Currently, there is almost a mosque tsunami that falls on Germany.

The second issue is the headscarf free school. The headscarf is a symbol of a certain kind of un-education and negative education. With the resistance to it, with a commitment to a free education you will have to start in kindergarten. Of course you can still headscarf central theme in very different contexts, But for many reasons, the school is initially the main front on which the propagation develops for and by the headscarf as well as the anti-Islamic or Islam-critical resistance. It is currently not so much about the police officer or the judge with a headscarf. It is only once about there, where decisions about the youth and our future to enforce that is fundamentally changing. It is about all that is now operated with an Islamic school, for example in Bavaria, where the CSU can really feel the anchoring of Islam in schools in many as a pioneer.

The third priority I see the question of Turkey's accession. It will, no matter what happens to us deal with over the next ten years, even if the negotiations are suspended temporarily. Turkey and other interested parties including the United States will pursue this project at least for that period - that remain with us.

A fourth very important issue, I see all that concerns the role of women in Islam. This theme is the "honor" killings in Germany has finally come out of the darkness to the surface. Here developed the opportunity to address a large number of people with some very direct, they are interested as a man or a woman. Parents make your own mind, what can get to them. Given the population trends Muslim is the son-in-the Muslim daughter-not exactly unlikely. In other words, we have no special theme by or for women, but just as crucial as popular, even the very thoughts and feelings of ordinary people touching problem.

The fifth action point I see a set of questions that is hard to pin down exactly, namely the Islamic concern. In a more immediate sense, as we are concerned, the Christians and other religious minorities in Islamic countries object and victim of Islamic supremacy. All of them have even more reason than we to deal with Islam, not only but also to defend themselves against his attacks and his dominance. Our goal must be to support them to find allies and the monolithic Islam from its fringes break. All these communities are present in Germany as a minority, as a religious organization. In connection with this, for often not very large groups we can take joint actions on the way and thus result in a very different force than without it. Here is one into the fate of the Armenians, the genocide 1914/15 to the present Armenia, the situation of the Syrian Orthodox Christians in eastern Turkey, the Copts, or of the Alevis, somewhere between 15 and 30 percent of Turks and Kurds in Germany make up and many other Christian and non-Christian groups. The Alevis are the other in a very complicated process. Part of trying to keep the connection to Islam, while others moved away from Islam and Islam is the official massively rejected and cast out as heretics.

We are different than today to talk about strategy and tactics, if it succeeded, with more than a dozen supporters at a central point in the Federal Republic to be so present that it must be said in the news. While this is a somewhat utopian and distant goal. But if what we do here is to have any meaning, then the BDB by 19 clock and 20 clock occur on German television. If not ...
It would be devastating if we sat on and waited for the big disaster - and in the creepy-cozy feeling, at some point there would be the very worst of acts here, and then they'll call us. Straight from German history, one should know how such a position under the slogan, "it must first of all the big economic crisis coming, and then things will get better and win the revolution is" bound to fail.

especially important for those which are suitable for military use, is the feeling of being alone with his own vision of the world and their own changing needs. The theme of "soixante-movement" has been previously addressed in all similar movements, including the rise of the Greens, was a crucial factor that the parties had the feeling that we are not alone -. Everywhere in the country, everywhere in the world we are allies, we have the moral right and the spiritual values on our side, we will be successful. One might think, at this moment to be a bit too early and at the right time for major events still ahead of you, but we have every reason to hope that we can have time on our side. We are not at a full stop as Byzantium in 1453, when defeat was certain, and only questionable if you are still half a year, or only understand ten days can hold.

Above all we must be realistic: In every movement there are always a few, turn the head - even in a hundred thousand protesters usually only go ten, the front. We have other means such thing as a mandate of those who put their hopes on us - a job not to be alone, but everything to try to get together with others. Therefore, one should make up for the next general meeting in a year to take stock of what connections and alliances we achieve in one year could. What then is become of our plans is seen. That we must not stop at plans, we know.
